Its construction entailed tearing down an entire block of buildings in order to recover public space for Medellin’s citizens. Artist Fernando Botero donated the 23 sculptors and the Plaza bearing his name is his largest open air museum.

Takes its name in homage to the Cuban engineer Francisco Javier Cisneros, precursor of the Antioquia Railroad. It is located between the EPM Library, the Vásquez and Carré Buildings and the old Railway Station. In 2002 it was remodeled and since then presents its current appearance. There, they sit in a large square crowned by the work "Monument to the Race" by sculptor Rodrigo Arenas Betancur, the governor of the department of Antioquia and the Departmental Assembly, as well as the Mayor's Office and the Council of Medellín.
